Associated Student Board - Constitution

PREAMBLE

We, the students of College of the Siskiyous, in order to create a responsive, effective, and representative medium of government, and to provide ourselves with the authority and responsibility for taking such action as may become necessary to promote general welfare of the students, to guarantee the equality of opportunity among students, to offer experience in moral, aesthetic, social and economic values under an atmosphere of intellectual freedom, to encourage student participation, planning and direction of student activities, do ordain and establish this Constitution.

ARTICLE I - NAME, PURPOSE, & MEMBERSHIP

Section 1: The name of this organization shall be the Associated Student Board of College of the Siskiyous, and all students currently enrolled in College of the Siskiyous, faculty, staff, and administration are eligible for membership in this organization.

Section 2: The two-fold mission of this organization is to:
a) provide representation for students on the various administrative committees, councils, boards, and meetings on campus under the Shared Governance laws, and to listen to students' concerns and present those concerns to the proper committees for consideration, and
b) to provide a variety of activities, assistance, information, and directions to students.

ARTICLE II - GOVERNING BODY

Section 1: The governing body of the Student Body and the Associated Students
of College of the Siskiyous shall be referred to as the Associated Student Board (ASB).

Section 2: The Associated Student Board (ASB) shall be composed of twenty-five senators. These senators shall be elected/appointed to the following offices according to the Associated Student Board Code in the By-Laws of this association: President (Chairperson), Vice President (Vice Chairperson), Student Trustee, Treasurer, Historian, Secretary, SSCCC Representative, Residence Hall Representative, Campus Club Representative, Physically Challenged Representative, International Representative,Committee Chairperson, Public Relations Representative, Sustainability Representative, and Eleven Senators.

Section 3: Efforts shall be made to recruit Senators from all minorities, ethnicities, genders, and age groups represented on campus.

Section 4: All Senators in good standing shall have an equal vote in all business presented to the ASB. A quorum shall be defined as one person more than half the current board members holding office.

Section 5: All Senators of the Associated Student Board must be enrolled in at least 6 units of classwork at College of the Siskiyous throughout their term of office.

ARTICLE III - OFFICE TERMS

Section 1: All members of the Associated Student Board must maintain a cumulative GPA of at least 2.0 throughout their term of office.

Section 2: The Associated Student Board members shall be elected in a general election for a term of one year. Fifteen senators shall be elected in the spring preceding their term of office (one of whom shall be elected as the Student Trustee), and the other ten shall be elected in the fall semester of the same year of their term of office. Any position not filled at the general election shall be filled by appointment of the President and ratified as described in Article IV, Section 3 of this Constitution.

Section 3: The duties of the Associated Student Board members shall be described in the By-Laws.

Section 4: Failure of a member to carry out the duties as described in the By-Laws shall be grounds for a special hearing. The remaining Associated Student Board senators shall review the allegations of dereliction of duty. They shall be empowered to remove a member by 2/3 majority of the senators currently holding office.

ARTICLE IV - BOARD OFFICERS

Section 1: If the office of President should be vacated, the Vice-President shall become President of the Associated Student Board and shall assume all the duties of that office.

Section 2: If the office of the Vice-President is vacated, the Associated Student Board shall elect a new Vice-President from the existing elected members of the Associated Student Board, and the term shall be for the remainder of the school year.

Section 3: If the other offices shall be vacated, the President shall present candidates for those positions for ratification by the Associated Student Board by a 2/3 majority vote of a quorum of the Associated Student Board, and the term shall be for the remainder of the year.

ARTICLE V - BY-LAWS

Section 1: The Associated Student Board shall have the power to determine rules and regulations, which shall be called By-Laws.

Section 2: It shall require a 2/3 vote of a quorum of the Associated Student Board to pass or rescind a By-Law.

Section 3: By-Laws shall become effective after being publicized to the student body at large for a period of 10 days.

Section 4: A By-Law is subject to referendum when 10% of the Association membership of the College of the Siskiyous sign a petition requesting the By-Laws be presented to the student body for it's consideration. The Associated Student Board shall set the referendum election date within two weeks of receipt and presentation of the petition.

ARTICLE - VI AMENDMENTS

Section 1: This constitution may be amended by a simple majority vote in a campus-wide general election, providing that the amendment was approved by a 2/3 majority vote of the quorum of the Associated Student Board, or that 10% of the Associated membership of College of the Siskiyous sign a petition requesting the amendment to be presented to the student body in a campus-wide general election.

ARTICLE VII

Section 1: This constitution shall be come effective after being approved by a referendum vote of the student body at large. All elected members of the current Associated Student Board shall fill the corresponding offices provided in this constitution.
